Climate-related shocks are a threat to the food security of the 1.3 billion people who live on less than a dollar a day and depend on agriculture for their livelihoods. To help protect their crops and incomes, Swiss Re, the World Food Programme and Oxfam launched the R4 Rural Resilience Initiative. This project empowered poor households whose livelihoods depend on agriculture to increase their food security and resilience to climate risks through an innovative combination of risk reduction, risk transfer, prudent risk-taking and risk reserves.
Targeting 40 000 smallholder farmers in four African countries, the programme featured crop insurance that farmers could pay for with their labour. Independent evaluations show that, programme participants were more food-secure and better equipped to cope with climate shocks than non-participants in the same region.
