The challenge
In Cambodia, community pharmacies are often the first and most frequent point of contact with the healthcare system. However, many operate with limited inventory management systems, inconsistent supply chains and restricted access to affordable, quality-assured medicines.
Stock-outs, limited working capital and weak digital adoption constrain pharmacies’ ability to provide reliable services. In addition, non-communicable diseases (NCDs) such as hypertension and diabetes are increasing, yet early detection and structured patient follow-up remain limited. Many pharmacies lack the tools, protocols and training to provide basic screening and counseling services effectively.
These structural gaps disproportionately affect low- and middle-income populations, particularly outside Phnom Penh, where access to formal healthcare facilities is more limited.
The approach
PillTech strengthens pharmacies through an integrated digital supply-chain and service model. Its B2B ordering platform enables licensed pharmacies to access over 3 000 Ministry of Health–approved products, with delivery typically within 24–72 hours. The system improves stock reliability and reduces procurement inefficiencies.
In parallel, PillTech deploys a point-of-sale system, supporting inventory digitization and stock monitoring. As of today, over 4 000 pharmacies are registered on the platform, with over one thousand actively ordering each month.
PillTech also collaborates with the Pharmacy Council of Cambodia (PCC) under the Ministry of Health to provide CPD training that enables pharmacists to earn required CPD points for license renewal while upgrading their clinical knowledge and enhancing their business operations, ultimately providing better care for patients.
Through the PillTech Alliance, pharmacies receive structured onboarding, inventory setup support and targeted training on service quality and NCD care. By combining digital tools, operational support and preventive services, PillTech aims to transform small pharmacies into more reliable, data-enabled primary access points for essential medicines and early NCD detection.
Goals and expected impact
The project aims to strengthen the role of community pharmacies as reliable and accessible primary care touchpoints.
It seeks to:
-
Improve availability of essential medicines
-
Expand access to basic NCD screening services
-
Enhance pharmacists’ operational and service capacity
-
Increase digital adoption in underserved areas
By reinforcing pharmacy-level infrastructure and capabilities, the project contributes to more affordable, quality-assured and locally accessible care for vulnerable populations.
